It only says that Manafort lied to them all the time. It says that Manafort agreed to cooperate "fully, truthfully, completely and forthrightly" with the Special Counse/Mueller investigation into Russian meddling in the 2016 US election but that Manafort "failed to perform" and also continued his criminal activities even after agreeing to cooperate. It also says that there are "pending investigations" and/or "uncharged individuals", so some of the information is "sealed". Manafort met with investigators 12 times, but continued to lie "in multiple ways and on multiple occasions", even after agreeing to cooperate with investigators. When Manafort's defense team was informed of his continued lying to the Special Counsel and to the FBI, the defense team requested addition time to work with their client, which was granted. A second request for delay was not approved when it became clear that Manafort had "breached" the cooperation agreement he had signed with Mueller by continuing to "provide false, misleading, and incomplete" information to the both the FBI and Special counsel investigative teams. Manafort would tell one team one thing, then tell the other team something else, or even a third version of some event. When it was pointed out to him that his two-three stories didn't align, he would try to modify each story once again and had also made contact with others to tell them what to say to match his newest version of events, even though he had already pled guilty to to the original charge. Manafort's defence team tried to get his to straighten up but he could not/would not do so. (Dude's a mess!) Specifically, Manafort continued to lie about his contacts with Konstantine Kilimnik, his income sources, the extent of his involvement in "another DOJ investigation", and his contacts with current Administration officials. The Special Counsel investigators have evidence of all of Manafort's lies and his attempted coordinate his story with others, including with senior Administration officials.
