There is a lot of focus on " the right of the people to keep and bear Arms, shall not be infringed" portion of the second amendment, but the " well regulated Militia" and the " being necessary to the security of a free State" portions of the amendment seem to be neglected. I would like to see gun ownership addressed a little more along the lines of automobile ownership- with mandatory education, licensing (with renewal intervals of some kind), and insurance required. These steps would ensure that mass shooters Cruz, Lanza (Sandy Hook), and Pollock (Harvest Festival) for example, had more opportunities for someone with more objectivity to interact with them beyond just the point of sale.
