The Second Amendment and Another Mass Shooting

"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

There is a lot of focus on "the right of the people to keep and bear Arms, shall not be infringed" portion of the second amendment, but the "well regulated Militia" and the "being necessary to the security of a free State" portions of the amendment seem to be neglected.

I would like to see gun ownership addressed a little more along the lines of automobile ownership-  with mandatory education, licensing (with renewal intervals of some kind), and insurance required. These steps would ensure that mass shooters Cruz, Lanza (Sandy Hook), and Pollock (Harvest Festival) for example, had more opportunities for someone with more objectivity to interact with them beyond just the point of sale. 





Yes, I know there is a difference between a "right" and a "privilege", that gun ownership is a right and automobile operation a privilege. 

But I also know that the right to gun ownership is not unlimited. The patchwork of federal, state and local gun regulation could be more uniform and more standardized, and would still allow for fairly liberal gun ownership.

I recently read an article about the guy who manufactured and sold Pollock the specialized bullets Pollock used at the Harvest Festival. The manufacturer, Douglas Haig, had been illegally manufacturing and selling, both online and at gun shows, armor piercing bullets for quite time.   http://documents.latimes.com/crimina...-douglas-haig/ 

Haig is clearly not a "good guy with gun" although I'm quite sure he viewed himself that way. 

Requiring that purchasers interact with more people would provide mo
re opportunity to identify folks with odd ideas like Cruz, Lanza, and Pollock- all of whom who made odd comments that should have alerted those interacting with them that something was wrong.

Could a 5 year old purchase a gun?

A blind person purchase or own a gun? 
Someone with Alzheimer's Disease purchase or own a gun?
Someone with Schizophrenia purchase or own a gun?
Could someone who had been convicted of spousal abuse purchase or own a gun?
